It just refers to comedy that can be enjoyed by a wide number of people and isn't focused on any particular demographic. Which doesn't necessarily mean 'obviously jokes and punchlines'.

How can it be wrong to enjoy it? It's totally everything we worship in UK comedy - mild racism, toilet humour and transvestism. That said, I tried watching it the other day (you can't miss it, they still repeat that shit twenty years later on a main channel) and it was dire. So you can't win. I like the guy though, the police inspector who turns everything into a ridiculous double entendre.
